Make petra less dependant on capture statistics

Description

Latest changes affecting the balance between capture and attack of structures (as r17053) had a large impact on petra, which now quite often tries suicidal captures. We could add some logic to choose between capture or attack when targeting structures, depending on the time needed to fix the remaining blocking bugs of A19.
