Infinite territory capture loop with barracks

Description

Reproduce:

  1. Build house
  2. Build house, barracks or fort
  3. Fully garrisson it
  4. Delete CC

Result: The house will be lost to gaia, and captured back by the player. This process repeats itself until eternity if no territory changes occur.

Since the player has the territory influence (garrissoned neighbor building), he should receive that house too? Anyway, as long as it doesn't switch indefinitely without any game changes, this ticket can be considered solved.
