Background Pause option should be able to be changed on the fly

Description

As of now r17272 you cannot change the behaviour of the game if you go alt-tab during a game. It would be nice that this option take effect as soon as it is modified.

The revision nr seems unrelated. If you mean this 

; Pause the game on window focus loss (Only applicable to single player mode)
pauseonfocusloss = true

that should already take affect when changing it in running games.
