Description
The aim of the wonder-gamemode is to keep a wonder for some duration and kill the enemies wonder in case he built it first. The aim of regicide gamemode #2160 is to kill one specific unit of the enemy.
There should be some ridiculously expensive or conditionally allowed (perhaps civ-dependent) technology to reveal the location of the enemies wonders/kings.

Visibility.js
contains the code to change the visibility of a unit. See attachment:camouflaging.patch:ticket:3177 for an example change. Merging #4138 beforehand might be advisable.

Needs team decision before starting the implementation. Can't be a technology as those can't become unresearched. Would have to be done using https://code.wildfiregames.com/rP19175
IIRC Age of Mythology had that tech, it was called Omniscience, and it's price was relative to the number of units on the maps.
I guess in our case it could be called Spies or something like that. Maybe after the tech is researched there could be a menu on which enemy you want to spy on, and the price.
