Lobby buddy list

Usually players want to play with their friends and comrades and care less about strangers.

• Players should be able to tag some friends as buddies (can be a local userlist)
• The playerlist should highlight buddies (perhaps bold)
• The gamelist should highlight games with buddies who are actively connected
• When a buddy joins/leaves a game it should
  • show a chat notification
  • play a sound notification

Once in place, the friendlist can also be used to allow late observer joins only for people on the list. (Since many hosts disable it as they dont want random people in there rejoining all the time).
