Market built so that the first trade cart stuck is always stuck

Description

In this svn game with r18741 I had built a market where one trade cart arriving there was stuck. The other trade carts were blocked by that cart, thus passed the stuck-point. When the trade cart was removed or deleted, the next trade cart would become stuck there again.

It should be possible to extract the terrain and affected tradeline from this.

It sounds like yet another shortrange / longrange pathfinder mismatch like #3539.
