As reported by cc on irc today, the map Harbor sometimes can have fish placed on the mountains, see attached replay.

It looks a lot like the addSpines call must be done first and that fish placement calls needs to ignore the spine class.

In 20907:

Fix fish on mountains on Harbor in rP18714 and a wrong negation in rP20904. Fixes #4575.
