More pesky OOS warnings

Description
When players have an OOS ingame, they almost universally just click on OK without considering the text at all, no matter how explicit the error message is.
To also warn about this after clicking on Ok, there should be a red error message in the lag-notification area.
To make it easier to lookup who was actually OOS, this message should also be added to the chat history.
With Phab:D105 this should be relatively easy to accomplish.
