Description
It seems like if you haven't performeed the orders in the correct sequence, the tutorial does not register this. For example, when creating houses, you might have to create 5 houses in total because the game does not register that you built them.

If the tutorial wants to see the player build something, the player should do that.
Other people have ran into the specific issue with houses too. This was reported in #4696 for example and will be a one-line fix according to bb and Imarok.
