Add a default sentry tower — at Initial Version

Description
For most buildings there is a default_ building (a skirmish building that will be replaced to a civ on game load). However for the sentry tower this is missing, and thus should be added. Examples of other skirmish buildings are in simulation/templates/skirmish/structures/ and that is the place to add the template.
