Move locale dialogs to a new options page tab

Description
Since the introduction of tabs in the options dialog, we should now have sufficient space to move the entire locale page there.
The advanced and simple variant could be merged into one frame. (Advanced options could still become disabled if a checkbox is toggled.)
The special locale JS and GUI objects should likely be preserved and that options tab should just display these options as a frame if the according tab is selected (rather than having those separate dialogs).
