templatessorter should not change comment order

Description
The templatessorter tool should be used regularly, so that the templates have a consistent alphabetic order of components.
However it also puts all comments to the top of the file, but most often we want to comment on a specific component. Therefore the tool should not change the order of comments.
There are only two small files templatessorter.sh and templatessorter.xsl at source/tools/templatessorter/, so the problem is simple as in limited by scope, but maybe not easy to solve.
