Atlas water transparency / color alpha channel

Description
In the WaterColor editor of Atlas, one cannot change the alpha channel / transparency, but the skirmish/scenario XML maps do support and use that, and it is relevant for esthetics.
As reported on the a23b lobby yesterday:
(11:13:36 PM) Scarecrow: it gives the option to chose opaque colours for the water
(11:13:48 PM) Scarecrow: in the nicer maps, the water is almost trasparent
(11:21:31 PM) Scarecrow: some of the pre-made maps have really realistic water - it is transparent. in the environement tab there is the option to chose a colour - but not transparency...
