even by not subscribing the mod it remains in games

The mod Empires Ascendant, i.e. 0 A.D.?

That mod is disabled by removing it from the list of mods in the mod selection screen, and clicking on the start-mods button. Saving before then should enforce it a bit further.

One can also force the mods in the commandline argument pyrogenesis.exe -mod=public.

0AD is the public mod(at least currently), in case that wasn't clear.

If none of that allowed you to disable the mod, perhaps you have edited the config files somehow? user.cfg, local.cfg
