Snapping: Persian and Seleucids houses — at Initial Version

Description
With the new snapping tool in A24, I press Ctrl and can build my houses very close to each other.
This works for all civs except for the Persian and Seleucid houses.
In those cases I sometimes have to rotate the house to build it, for all other civs I don't have to do that.
