Allow AIs to determine what class a resource has. — at Initial Version

Description
Currently, the resource AI classes are defined in the resource data, which is bad for moddability. E.g if one wants to have a AI that treats metal as a abundant resource, or define their own classes, that AI is not compatible with other AIs.
Two tasks here:
- Get the classes from the sim/data to the sim/ai.
- Get the values of making a resource map from the common-api to the AI themselves.
