Hello,
in A24, it is impossible to build an Edict Pillar of Ashoka with the Maurya civilization. It is written in red "current count: 0", "limit:0".

The "Edict Pillar of Ashoka" structure requires the hero unit "Ashoka the Great" to be trained first.
This is stated in the tooltip for the Edict Pillar, directly below the red text you mention.
