Wrong tooltip style for civ icon

Description

When you hover over the civ icon in the top bar, the default tooltip style is displayed, not the tooltip style defined in the .xml file.

It worked in Alpha18 [16409]

It no longer worked in Alpha19 [17298]

I suspect that the changeset [16610] is responsible for this.
