don't show the option to abort order when there's no order to abort

Description
The GUI displays in the bottom center panel the option to abort a unit's order even if the unit is idle and has no order to abort. This option prevents other applicable options from appearing in the bar.
Idle Spearman before the patch
The option to abort order appears even though there is no order to abort. The option to patrol does not appear because there is no space.
Idle Spearman after the patch
The option to abort order does not appear because there is no order to abort. The option to patrol does appear.
