Keyboard randomly unresponsive then recovers on Linux (Kubuntu 18.04)

Description
Kubuntu 18.04 Kernel: 4.15.0-212-generic i5-4570S CPU (quad core) 8 GB RAM
During the game the keyboard will stop responding. After pressing the keys repeatedly it will start to respond, and appears to have buffered between 1 and 4 keystrokes. Things will run smoothly for a while (5-15 minutes) and then the keyboard will again stop responding. The mouse input continues to work, and while it is possible to shift the view using the screen boarders it is not ideal.

Update (22 Aug 2023): The kbd issue hasn't been observed with anything but 0 A.D., and did not appear in older releases. Also, it might be correlated to complexity. It usually doesn't appear until after there are more than two civic centers and about 200 characters. I like to play with maps in giant mode and no pop cap.

Indeed it might be related to the performance (you could enable FPS counter).
What does happen if you hold a key to shift the view instead of pressing repeatedly? Also does it happen to mouse clicks?
Does it happen to other games or applications?
