Barter and Trade Menu not working on latest Windows build

Description

Hello!

When using the latest Windows automated build and playing as any faction the "Barter and Trace" menu on the top right doesnt work and throws an error.
It works on a git Linux build.

Maybe a duplicate of #6931? Its described bug still occurs on r28177.
