[PATCH] Tooltips go off screen in lower resolutions

Description

When on lower resolutions, and you select a unit which can build, and hover over an icon in the lower right corner, it's tooltip goes off the screen. It should be adjusted to always be on screen.

Hey, sorry. Don't want to step on anyone's toes, but I downloaded the code for the game and was playing around with it a bit and noticed this issue, so I just had a quick look and found the cause.

I'll ask the person who works on the GUI (Brian) to take a look at this patch ASAP.

Meanwhile, feel free to take another ticket and nut it out.
