Add a "Town Bell" button — at Version 4

What I am writing works like this :
- A new component, named TownBellStriker, allows for example CCs to ring the Town Bell
- The Town Bell is effective just in a range which can be adjusted in TownBellStriker (for instance, territory extension for CCs)
- The bell can be triggered in 'yellow alert' and all female citizens look for a place to garrison ; or in 'red alert', in that case female citizens look for a place to garrison and citizen soldiers for a place to garrison and attack from
- A unit ungarrisoned (by another Town Bell or manually) will go back to the work it was performing. IMPORTANT : This means this patch includes #799. All comments concerning the 'back to work' behaviour should be posted there and not here.
- The Ungarrisoning Town Bell is effective across the entire map, but ungarrisons only the units garrisoned by the ungarrisonning TownBellStriker.
