    1010Keeping with the design approach that a civilization should be represented at a specific time in history, the (High) Imperial Roman civilization is set in the "principate" era during the 1st and 2nd centuries AD, when the Roman Empire was at its greatest extent, economic stability, and military power.

     12The Imperial Romans will have a unique citizen/soldier dichotomy not found in any other civilization in the game. The 'Female Citizen' of other factions is now the Roman Citizen ("Plebeius"), a unit of (randomized) both genders. And since the Roman imperial army of this time was a professional force, there is a distinction between the Plebes as an economic unit and the Soldiers as military units: The Plebeius can gather resources and build economic and civic buildings, while the Roman soldiers can fight and build only military buildings, making the Imperial Romans a very unique civilization to play.
