Out of sync error on multiplayer rejoin

Description

Easiest to reproduce with 2 human players + 2 AIs, have the human client disconnect, then reconnect (specifically use the multiplayer join menu - I assume that's allowed), and there will be an OOS error after they finish connecting.

AI state is not fully serialized so reconnecting to a game with AI's will not work.
