Description
if you open map editor and then open 0.a.d. will be 0.a.d. startup error and dont open.

Which OS are you using?
Please provide the error message, and if it crashes, the crashlog.txt
and crashlog.dmp
files from the game's log folder (see GameDataPaths). Note the logs are overwritten, so it's important to send them after the error, before playing again.

Ah, you're on Windows :) It's a known problem on Windows, as sanderd17 said, you can't run two instances of the game/Atlas. I'll close this as a duplicate of #1040.
What error?
I don't think we're supposed to support opening two instances of 0 A.D. at once, as there can be write conflicts, but it seems to work here.
