I don't know where you got this. I get
1 archer: 5s
5 archers: 19s (6s faster than 5 single archers)
10 archers: 32s (6s faster than 2 batches of 5)
Or with the levy infantry tech researched:
1 archer: 5s
5 archers: 17s (8s faster than 5 single archers)
10 archers: 29s (5s faster than 2 batches of 5)
