[PATCH] siege tower should be able to capture structures

Description
It would be nice to make the siege towers able to capture structures. That would give them a role more in line with what they were used in reality.

Siege towers should IMO be able to capture walls only but no other buildings (maybe Fortress too). I think that gives them a distinct role that represents reality better (since no other units are able to capture walls).

They should also be able to capture fortresses and towers. But I don't think it is worth to make this kind of distinctions now, because we need first to settle which structures should be capturable or not, and how to deal with non-capturable structures (should they health decay or something else ?). But I guess that will be A20 program.
