In the attached replay with r18889 I managed to produce 7 Juggernaut ships, despite the limit should be 5.
The GUI only offers the option to produce a new ship only briefly and disabled the button after one or few turns.

Also there should be a tooltip somewhere that units (like that ptolemian hero) change the entity limits.

EntityLimits itself doesn't take care if we go out of limits (which is good for capturing and things like that).
Things to check:
- input (sounds ok)
- Commands for train, build and upgrade (with the turn delay)
- ProductionQueue, Foundation/Repairable/Builder, Upgrade, Transform, (Promotion?)
