Entity LimitChangers not working correctly — at Version 3

In the attached replay with r18889 I managed to produce 7 Juggernaut ships, despite the limit should be 5.

The GUI only offers the option to produce a new ship only briefly and disabled the button after one or few turns.

By the way some specific entity limits entries must be moved to civ specific player templates (or the converse).

Also there should be a tooltip somewhere that units (like that ptolemian hero) change the entity limits.

EntityLimits itself doesn't take care if we go out of limits (which is good for capturing and things like that).
