Implement local modifications of training costs (resources and time)

Description
It would be nice to implement local modifications of training costs. Currently we can only have global costs modification (indeed when training units, we use template costs). I think it would be usefull for resources but even more for time. So it would be nice to have a new entry in ProductionQueue like TrainingCostMultiplier.
For doing it, you can see how it was done for TechCostMultiplier.
The files to look at are ProductionQueue but also some gui files like tooltips or selection_panels.

Move tickets to Simulation as UI & Simulation got some sub components.

The concept could even get a further abstraction to a
ComponentMultiplierand allow a Multiplier entry of a specific template to change its values.
