Late observer joins only for buddies

Description

Some players disable late observer joins but would allow them for only a small number of people. Using the lobby buddies would be a good distinction.

The attached patch only needs a regex to remove the rating of the nickname, a regex to parse the user.cfg buddylist and not break the previous user.cfg boolean value.
