Banning one player marks every IP as banned

Description
The players Franksy and reek both use Windows 10 and experience a bug when hosting a game.
When they ban one player, every client that attempts to join the game will see the message that he was banned.
This must mean that for the affected hosts, every IP address looks the same.

It was in Alpha 21 and the bug also occurs in svn with the most recent autobuild as of now.
(However if he banned 127.0.0.1
I could still rejoin).

- Turns out Franksy's 0AD client (enet) sees every client having the IP address
10.0.0.138
. - That's the IP of his router.
- The global IP is
101.176.39.101
- The ISP is
telstra
- The router model is
technicolor TG799vac
- Both Franksy and reek are from Australia, so it's reasonable to assume that they share the same provider, router and issue.

Stan has Windows 10 too but can't reproduce the bug (he banned someone but others could still rejoin)
