Historic phase names

Description

For hellenic civs, the phase technologies have the civ specific name Megalópolis and Kōmópolis while no other civs have specific names.

Since we have #3512, players receive a chat notification and read those 2 names very often (which is good), but it is blatantly obvious and bugging that we are missing the other names.

Component: UI & Simulation → Simulation

Move tickets to Simulation as UI & Simulation got some sub components.
