Hells Pass doesn't always place the barriers

Description
The avoidClasses(g_TileClasses.player, 5, g_TileClasses.baseResource, 5)
constraint in hells_pass.js
, if not met, prevents the entire barrier from being placed.
Instead the barrier size should scale with the mapSize, should be placed before the base is placed and the starting base resources should be placed elsewhere if they would collide with the barrier.
Reproducible by starting a tiny map with 8 players.
