Unexpected gaia soldier build list

faction02 has reported in an svn match on 2019-09-01 that when he selects gaia soldiers of a resigned player, that these units have a build list of about four items.
The concern is that the build list seems to be completely random / arbitrary. So I guess the expected behavior is that none of the items appear or all items that the civ can build, or something other less arbitrary.
The issue also occurs with Alpha 23, so it's not a recent commit.
It sounds like some builder list entry of some template would require an entry that other templates have.
The templates are:
- Britons: Palisades, Island Settlement, Kennel, Rotary Mill
- Romans: Army camp, Siege Wall, Temple of Vesta

As unit goes to gaia and that buildings are not civ specified so there is no {native}, {civ} replacement, that are only buildings gaia can build.
Notice that buildings are {civ} specified so are bind to civilisation of player not civilisation of given unit.
