Description

While playing "Third Macedonian War" on current r11849 I see lot of: 

WARNING: No food found! (1)

If possible they should be fixed.

If not, there should be at least a limit of them because they flood the console.

This also happened in r11724M on the Continent random map. Note: none of my units were harvesting, gathering, or hunting.

Switched warning to a debug so that only AI devs see it. Fixes #1403.
