[PATCH] FAMMonitorDirectory fails if passing a relative directory

Description

This is a patch I wrote originally for a Mandriva 0ad package, to avoid 0ad showing an error dialog at startup.

While searching for information to write the patch, I also added a call to FAMNoExists() that is supposed to speed a bit startup.
