Description

Currently it is shown every time the menu appears, e.g. after finishing a game and returning to main menu.

In 12762:

Fixes splash screen to display only once at startup. Fixes #1701.
Adds some spacing between splash screen icons and text.

About the "Show this message in the future": even if it's not enabled, the message should be shown anyway when upgrading to a newer version. The version should be saved in user.cfg and if it's found older than that of the running game, the message shown again (so that users can read at least once updates to the notes).
