[PATCH] Notifications about treasures collected

Description
When a unit of the player grabs X units of a Y resource from a treasure, it would be nice to have to have a notification "X units of Y collected" somewhere on the screen.

IMO, the messages could be a bit less intrusive. Something like a shortly appearing (+300) near the resources bar would look nicer. But of course, more work to implement.

I don't see that this is necessary, treasures are just like any other resource, only they are instantly collected. We don't have notifications for other resources. If there was some special gameplay behavior for treasures, then I could understand having a notification.

When you're managing your economy you generally make decisions based on the fact that you have a regular income, and on how fast that regular income flows. When you suddenly receive a big amount of resouces that should suddenly change all your economic plans. You should be notified as soon as possible about it.
When you receive a tribute you are notified of how much you received, and I believe that's the reason why. So why not have the same for treasures ?

True indeed. Chat notifications are noisy already and we have a handful of options to disable them. We could just add another.
Having those numbers appear over the units that picked them up also came to my mind (and Vladislav had some desire to implement 3D positioned text), but the chat notification would just be consistent and useful to see the resource delta.

Them being very rare, being picked up instantly without the need for a dropsite seems quite special.

Actually I tried to argue to reopen it, not to make it a simple won't fix ticket.
It would be very noisy on islands, archipelago and polar sea as 8 players start with 14 treasures each.
On survival of the fittest and atlas it might be slightly noisy but show useful information to both players and observers.
Proposing to implement it as disabled by default, testing it and enabling it by default if it isn't too noisy in practice. Also can make this a 3-way option (disabled, players, observers).
