[PATCH] Restrict builders to allowed structures

Female worker are in principle not able to build military structures, but if a foundation is already started, they can build it, or if ordered inside a selection with soldiers, they also can build it. They also can repair such structures. Here is a patch which prevent this to happen.

Thanks for the patch, but judging from some discussion on IRC this doesn't seem to be what we want. (Also I the patch would break the worker elephant)
