Reflection glitches in Atlas

Description
The image shows how water looks in Atlas on my system with refractions and reflections enabled. Other settings don't seem to affect the bug. It's most noticeable when zoomed in close but visible at any zoom. There are other possibly related problems, like "glowing" around the base of trees in Belgian Bog and strange lines in the water reflections at the starting camera position on Cycladic Archipelago 6. May be related to changes for #1743.

Fixed by changing PatchRData.cpp to create super fancy water information even when on Atlas.
