Sound incorrectly resumes if game is paused but window focus changes

Description
- Start game in windowed mode
- Load map
- Pause game, sound pauses as expected
Then with pauseonfocusloss=false
, if the game window loses focus, sound resumes even though the game is still paused. And with pauseonfocusloss=true
, if the windows loses and regains focus, sound also resumes while the game is paused.
