Ask at the forums. Maybe someone is interested, but it sure isn't a ticket for A15 nor is it a release blocker. So this ticket is completely vague as it would at least need a civ profile and someone to do the work, so I'm closing this as invalid.

When I was in the Atlas Editor, I noticed a civilization called the Thebans. I wanted to use their civilization in the game but I found that there was no such civilization.
