[Formations] Units wont attack CC with line open / flank / skirmish formation

Description

Reproduce:

  1. Discover an enemy CC with a unit and delete it afterwards.
  2. Select 2 or more units outside of the LOS of that CC.
  3. Select line open, flank for skirmish formation.
  4. Click attack cc.

Result: the units don't move and CC won't be attacked.

If one uses Line Closed formation, they still don't attack CC. If one uses No Formation after that, then they start attacking the CC. If the enemy CC is in the line of sight however, they will execute the attack command with those formations too.

For reproducing I suggest a tiny map to reduce the walking time and either cheats + deathmatch resources. Tested under regular conditions too.

Can't reproduce anymore, I guess it was fixed with some of the mirage-fixes. Reopen if someone experiences this again.
