Allow to set multiple build restrictions

Description

Allow to have multiple build restriction, from various building class. That is for example prevent a fortress being build under 30m to an other one and 10m from a tower.

A first patch is available there ​https://git.framasoft.org/0ad/sibyllaevox/commit/52db2a919cae06592ac82138d2ee2012f0bfc25d but it's still incomplete. The restriction is not reflective for example (if A cannot be built near B, B can still be built near A).

Some review from leper: use <zeroOrMore> instead of <oneOrMore>
