Trade carts travelling between markets without carrying goods

In this alpha 19 replay, trade carts of bbleft (and some of cocacola) were moving between two markets without carrying goods.

The trade carts were in the wrong UnitAI state INDIVIDUAL.WALKING but kept following the trade route between the two markets.

Move tickets to Simulation as UI & Simulation got some sub components.

Please reopen when the issue is still here. A lot has changed in UnitAI and the problem seems to be irreproducible.
