Give more control to map makers wrt the passability of terrain

Description

Currently, terrain becomes impassable at about 45°, and the map makers (be it random maps or hand-crafted maps) need to make this clear to the players by using textures.

But sometimes, calculation mismatches happen, and something that shouldn't be passable becomes passable, or the other way around. But it also blocks creativitiy: f.e. the creation of a ladder or stair model that would allow the climbing of steeper mountains.

To give more control to the map makers, they should first be able to disable all terrain checks (so units can walk everywhere, except through obstructions).

Then different invisible obstructions can be placed on the map. These obstructions would mark tiles as passable/impassable for different units like ships or land units.

Certainly random maps can be very precise on which tiles should be impassable, and mark entire regions as impassable that way. And while the technique can also be used on regular maps, it should be reserved for the more advanced map makers who know the consequences of using it.

These obstructions could also be played with by using triggers, and thus f.e. allow the creation of stairs on certain maps in the middle of the game to unlock a new region.
