[PATCH]Ai may try to find builders when the construction finishes

Description
Add a missing check that we are dealing with a foundation when trying to find builders on some valuable construction. Currently, the bug only affects wonders when in wonder mode, with the AI trying to find more builders once the construction finishes. I've set it to A22, but can safely be commited now.

Hi mimo and thanks for the patch. If you want this patch commited for Alpha 21 please do so. Translation freeze will be Wednesday the 12th October and also commit freeze if everything goes fine.
