As discussed in https://wildfiregames.com/forum/index.php?/topic/21404-adding-new-resources/ we should add new properties in the resources json files (in simulation/data/resources) to indicate if a resource can be bartered or traded, and this info should then be used in simulation/gui/ai when barter or trade is involved. see #3934
